TOPIC: Some people think they have the right to use as much fresh water as they want, while others believe that governments should control the use of fresh water as it’s limited resource. Discuss both views and give your own opinion.
It is sometimes argued that everybody can use any amount of fresh water as they desire, while others suppose that governments need to play an important role in the management of water consumption. In this essay, I will examine the arguments on both sides followed by my own staindpoint.
On the one hand, since water is an infinite resource of the nature, nobody has the right to prevent the use of fresh water. Therefore, it is impractical for the governments to regulate mandatory regulations in this problem, and individuals are able to consume as much fresh water as they want as long as they can pay the fees accordingly. Another reason, the control of water use is quite inconvenient and can cause harm for many people with larger demands of water. For example, a laundry owner will certainly use a much greater amount of water than an average person does. Consequently, the government should not participate in the constraint of fresh water.
On the other hand, undoubtedly, the natural environment is being destroyed by human beings throughout the world, and in fact the fresh water source is becoming exhausted nowadays. Facing the issues of water pollution and waste with a big size scale, humans really feel the value of water for the life. As a result of the rapid process of urbanization and industrialization witness in the emerging countries like China and India, the global water resource have been under the threat of running out of usable water and have shrunk significantly. Hence, the governments of nations must take immediate measures to control the wate quantity, if they do not want to face more grave situations. Besided, fresh water is not only strategic source of every country, but also required condition to develop healthy economy in a long-term period. And so, the governments have to be a main element in both saving and improving the fresh water.
In conclusion, if we have right awareness of using the water resource, the governmental role is meaningless. However, the world does not act like that, and the governments should take an active role in regulating the water use and promoting thrifty water consumption.
