Higher education can be funded in several ways including the following three:

1. All costs are paid by the government.

2. All costs are paid by the student.

3. All costs are paid by the student using loans from the government that must be repaid after

graduation.   

Discuss the benefits of each option. Which is the best one?

People hold divergent stances concerning whether school fee should be paid by students themselves, Government or be repaid to Government after finishing curricula. While I accept that such methods bring rewarding benefits, I would argue that the most sufficient one is borrowing Government.
On the one hand, only when they self-pay their tuition fee, they try their best to take fully advantages of studying. It is undeniable fact that their awareness of money will upgrade leading to more attention and responsibilities are taken to their families and themselves. For example, following a research of Economic University, 40 percent students fail on final examination in public school compared with 20 percent in private school. The more school fee they self-pay, the more effective result they get.
On the order hand, if Government pays school fee for students, it would relieve financial burden imposed on poor families. Besides, Government spending on educating not only allows students to have a better studying condition but also narrows income gap for a long-term goal. To take Holland as an example, the tuition and many related education fee are offered free for both their students and excellent ones coming from another countries around the world, shortly afterward enhancing education quality and bring their country intangible but precious values for their economy. Thus, there is an obvious link between Government expansion and education.
It stands to reason that each above methods have both merits and demerits side. In order to take full advantages of them and use effective expansion, students should repay fee after finishing their study. It not only enhances student’s responsibilities but also brings opportunities receiving such aid for the next generation. Therefore, the third method is considered as the combination of the benefits of two mentioned ones.
In conclusion, the third suggestion offers outstanding benefits. I believe that borrowing fund to facilitate their study should be introduced.
