      The bar graph illustrates the proportion of expenditure in Italy, Portugal, the Uk and the USA every five years from 1990 to 2005.
      Overall, it is obvious that Portugal had the largest percentage of spending on roads and transports. On the contrary, over the course of 15 years, the Uk spent the smallest proportion of their government budget.
      As can be seen from the graph, in 1990, roads and transports presented the highest percentage of spending in Portugal with about 27% while this figure was 22% in Italy. This proportion in Portugal decreased steadily to 20% in 2005; however, in Italy, there was a fluctuation over this period. This figure declined to 20% in 1995, then hit a peak of about 23%, and fell to approximately 19% in 2005.
      The percentages of government expenditure on roads and transports in the UK and the USA were lower than those in Portugal as well as Italy and fluctuated wildly. In the UK, this figure was 10% in 1990 and decreased to 8% in 2005 while this proportion in the USA increased from 11% in 1990 to 15% in 2005.
