Dear Sir,

I am writing this letter to express my concern that teenagers within the neighbourhood do not take proper care of their dogs, which can push some people including myself into dangerous situation. Block D of the Sunrise complex is notorious for having unleashed and unwatched dogs roaming freely during after school hours. Some of these breeds are known to be very fierce and also have the tendency to attack without hesitation in case they are invoked. For example, yesterday, I saw a youngster, who probably is about 15 or 16 years old, letting loose of his giant pit bull to come after a rabbit. If we temporarily put aside the barbaric nature of such action, I still believe that residents in the neibourhood are highly concern about their safety.

Therefore, I would kindly suggest that some measure should be taken to tackle this problem. For example, we should ban owners from walking their dogs outside unless they are leashed or at least have jaw locks.
