The line graph compares changes in the unemployment rates between the US and Japan from March 1993 to March 1999.
It is true that the two trends in rates of jobless people in two nations were in the reverse direction. Although the unemployment rate of the US was far higher than that of Japan in 1993, the rates of both countries become very similar in 1999.
In March 1993, unemployment rate of workforce of the US was 7%, while that of Japan accounted for just below 2.5%. However, in the follow the 1993-1996 period, the American unemployment rate fell dramatically, and reached 5.5% mark in March 1996. Japan saw a rapid increase in the rate of unemployed people, with doubling in three years. After a dramatic decrease in 3-year period, the rates of American people seeking a job only declined slightly in two years later and stayed the roughly same, around 5% until March 1999.
In Japan, after rising and reaching approximately 4.3% in the middle of year 1996, there was remarkable drop by around 0.5% in the end of the year 1996, but the rates went up steadily immediately thereafter without any falls to level off at around 5% in 1999.
