In IELTS Writing Task 2, we have a question type called Opinion which requires us to give our opinions on a specific issue. This type of question is usually delivered in some format such as:
– To what extent do you a agree or disagree?
– What is your opinion?
– Discuss both views and give your opinion.

When you see these questions in the topic, you are recommended to have a clear opinion or standpoint. However, in this case, I see that your topic is, somehow, doesn’t require you to give an opinion. In this case, you should strictly follow the topic requirements and discuss both views only.
